CP9-Ciphor Pol Nine
CP9 are the secret ninth Cipher Pol under the control of the World Government.Unlike other Cipher Pol units, they are allowed to kill anyone who would be a threat to World Peace and have recently been allowed to call a Buster Call by use of the Golden Den Den Mushi. Admiral Ao Kiji has given CP9 this power. Each of its members has an animal theme that can be seen in their hairstyles, names or most obviously, Devil Fruit abilities. This current generation of CP9 (under the leadership of Spandam) is said to be the strongest ever and just like their predecessors, this CP9 has never let a single person pass to the Gates of Justice. The current nine members of CP9 are based in the ower of Justice, a building suspended above a giant waterfall in Enies Lobby. Four of its members have spent five years working undercover in Water 7 to hunt down the blueprints for the awesome weapon, Pluton. The power of a CP9 member is measured in Douriki, a normal armed marine being equal to 10 Douriki. Once a person reaches above 500 Douriki they are said to be superhuman. All current CP9 members (with one notable exception) can be said to fit into this group. Douriki only measures physical power, not intelligence or Devil Fruit abilities. CP9 have mastered the six techniques known as Rokushiki. Out of all these moves only Soru is known by anyone who is not part of CP9 (these two people being Petty Officer Koby and Monkey D. Luffy of the Straw hat Pirates). The techniques that make up Rokushiki
are:
Soru (To Shave) Soru allows the user to move at immense speeds in the blink of an eye. To perform Soru, a person has to touch the ground with their feet ten times in a very short space of time. Not only can they then dodge attacks with ease but also increase their own speed. Soru is very much like Shakushi used by Captain Kuro, the difference being that Kuro cannot see where he attack. Soru users on the other hand may do so. The expert of Soru within CP9 is Fukurou who has been able to
mix Soru with Geppou and Tekkai.
Kami-e (Paper Drawing) This is the second form of Rokushiki and by using it, the fighter becomes as light as paper in a breeze. The onrushing power of most
attacks will just cause their lighter form to simply float aside, dodging blows
with ease.
Geppou (Moon Step) By using Geppou, a
person may literally fly up into the air and even over buildings. It works by jumping off the very air itself. Geppou has one major disadvantage as discovered
By Franky. If a Geppou user feet are grabbed onto when trying to use it then using the technique becomes much harder. It was first seen in use by Kaku as he sprang across Water 7 to examine the damaged Going Merry.
Rankyaku (Storm Leg) Rankyaku is a form of Rokushiki most commonly used by Kaku, who has used several versions of the move (most revolving around his new found Devil Fruit Power). To perform this attack the user swings a leg at amazingly high speeds. A shimmering, blue blade is created which acts like a missile and is as sharp as a sword blade. The most powerful version of Rankyaku (Rankyaku Amane Dachi) has the power to slice the Tower of Justice in two!
Shigan (Finger Gun) A CP9 member can thrust a body part (most commonly a finger, although hair, sticks, noses and arms have also been used by various members of CP9) at a target with the force of a bullet, causing extreme pinpoint damage. All Rokushiki users (apart from Blueno) have their own versions of Shigan.
Tekkai (Iron Mass) Tekkai can manipulate a user muscles so that they become as hard as iron, deflecting most blows with little effort. The strength of a person Tekkai is based on their physical strength. It is possible to break through Tekkai with a large enough amount of brute force. Examples of this include Sanji using Diable Jambe to burn through Jyabura defence and Luffy fight against Blueno. Jyabura has completed mastered Tekkai, being the only CP9 member able to use it and move at the same time.

Nero The Sea Weasel
Douriki: Unknown but most likely above Spandam but below Califa Animal

Defeated by: Franky Nero was the most recent recruit into CP9, being able to use only four
of the six forms of Rokushiki (Soru, Geppou, Kamie-e and Rankyaku). He makes up
for not being able to use the Shigan attack by using pistols. Nero is a very
flamboyant character as seen by his sizeable hat and jewellery. He is very
confident in his abilities, proud to be a Yonshiki-Tsukai (Four Form user) even
though the rest of CP9 are all Rokushiki-Tsukai (Six Form user). Lucci and the
others seem to look down on Nero, seeing him as weak due to his lack of skill in
Rokushiki. Nero was first seen onboard of the Puffing Tom where he was guarding
Nico Robin. Ontop of the Puffing Tom the CP9 member met Franky and the two
battled. It was Nero who found Franky weakness (his back) but after a short battle, the cyborg was the winner. Nero then tried to kill Franky but unfortunately Lucci found out and wasn't happy as he had stated that CP9 were to recapture Franky, not kill him. He gave Nero five
seconds to run, before appearing by him and killing him with five swift Shigan attacks.

Kalifa

Devil Fruit Ability: Upon returning to Enies Lobby, Kalifa eats the Awa Awa No Mi which allows her to create, control and become soap or soap bubbles. The bubbles drain a target power and make them slippery and unable to fight. Water is the only way to counter the bubbles.
Defeated by: Nami Before gaining her Awa Awa No Mi abilities, Kalifa fought mainly with a thorn whip which was used to stop Franky escaping a second time after the
Puffing Tom was cut up and by using a volley of powerful kicks. Kalifa is a quiet member of CP9 and is amazingly polite, due to her years of service under
Iceberg. She loathes sexism, constantly embarrassing Spandam by calling even the slightest action sexual harassment. Kalifa isn't above using her assets to her advantage in battle and because of this; she delivered a crushing defeat to Sanji in Enies Lobby. She
appears to be very smart but Kalifa has her fair share of blonde moments, most notably mistaking Monster Point Chopper as Nami using a Devil Fruit power. Under the Douriki ratings she is the weakest out of all the Rokushiki users. As a child she was very bookish.
Kalifa first appears in her disguise as Iceberg secretary and delivers a harsh volley of kicks to Luffy crew as they speak to Iceberg incorrectly. When CP9 attack the Shipwright mansion she is part of the CP9 strike team, teaming up with Kaku and wearing a bull headed mask. Kalifa, Lucci, Kaku and Blueno then take Usopp and Franky captive and take them onboard the Puffing Tom to Enies Lobby. Upon her arrival to Enies Lobby, Kalifa is urged by Lucci to eat the melon shaped Awa Awa No Mi and easily defeats Sanji with her new found powers. The love cook is turned into a soapy, lifeless figure but still says he'd die before kicking a woman. Kalifa is overjoyed to find
that Nami won't be such an easy target. The two women duel and the CP9 member has the upper hand to start with. The arrival of Monster Point Chopper signals a change in Nami fortune. She works out Kalifa weakness and by using a combination of Mirage Tempo and Thunderlance Temp, defeats Kalifa.

Spandam, Leader of CP9

Animal Theme: Panda. The markings on his face look very much like those on a panda and the word
panda could be seen in the middle of his name.
Devil Fruit Ability: Spandam sword, Funkfreed has absorbed the Zou Zou No Mi which allows Funkfreed to turn into an elephant or a mix between a sword and an elephant Spandam is the only member of CP9 who can't use a single form of Rokushiki and instead relies on his fellow CP9 members, trickery and Funkfreed to fight his battles. He is a coward and a clumsy one at that. Spandam has made habits out of knocking over cups of coffee and burning his hand and leaving Den Den Mushi off the hook (this happens while receiving a report from one of his underlings about a battle against Luffy). Spandam also mixed up his normal Den Den Mushi with the Golden Den Den Mushi, causing him to accidentally call a Buster Call on Enies Lobby. Out of all of CP9, Spandam comes across as one of the vilest. He joined the group for the chance to further his career (unlike the other members
who are part of the group to legally kill people) and will stop at nothing to be crowded the greatest hero in the world, even if it meant the sacrifice of thousands of his own troops. He has seen it as a goal in his life to capture Nico Robin, the single being to escape his father.

Funkfreed ever since he was little (as shown above) and he was destined to become the leader of CP9, as his father Spandine said he'd give
the position to his son if he was ever killed. 20 years before the events of Enies Lobby, Spandam led CP5 to Water 7 to get the Pluton blueprints from Tom, the world famous shipwright. Tom wasn't having any of it. Spandam replied by taking a number of Battle Franky and using them to attack the ship were Tom was being put under trial. Tom was framed and or his troubles, Spandam was heavily scared by Cutty Flam which resulted in the director having a metal mask forged into his face.
Spandam is next seen in Enies Lobby, observing the captured Robin and Franky finally end up in his clutches. When the Straw hats enter the Tower of Justice, Spandam quickly takes off with Nico Robin locked up in seastone handcuffs with Lucci acting as a bodyguard. It is on the way to the Gates of Justice that Spandam accidentally calls a Buster Call. He manages to drag Nico Robin all the way to the Bridge of
Hesitation only to be struck by an attack by Sogeking. The King of Snipers fires the keys to set Robin free to Franky, who then sets the woman free. Spandam is shocked to find that CP9 have been defeated and he himself is beaten by Franky, who crushes the director with Funkfreed.

Kaku, The Mountain Wind

Animal Theme: Giraffe as Kaku likes them very much.

Devil Fruit Ability: When returning from Water 7, Kaku is gifted with the Ushi Ushi No Mi Model: Giraffe (Cow Cow Fruit Model: Giraffe). This allows him to transform into a giraffe or a half human, half giraffe
hybrid.
Defeated by: Roronoa Zoro
Kaku most obvious facial feature is of course, his long nose which often gets him mistaken for the Straw hat crewmember Usopp. His name is actually based on his nose as Kaku is Japanese for angle. Kaku is an extremely friendly person who is always smiling and laughing. Even when people point out that he speaks like someone much older than his age. Kaku is a thrill seeker and has a sense of adventure to rival even Luffy. When fighting Zoro he even called the life or death situation fun! He has a sense of honour, willing to try and break the handcuffs tying Sogeking and Zoro up just so they could have a fair fight. When around other CP9 members Kaku becomes cold and silent and talks only when being given orders or when Jyabura annoys him. Kaku is a master of the Rankyaku Rokushiki technique and is an excellent Yon-tou Ryuu Swordsman. Ever since he was little, Kaku enjoyed building ships.
Luffy, Usopp and Nami first met Kaku outside the Galley-La Ship Company where the shipwright agrees to check over the Going Merry. As quick as a whip, he belts off through Water 7 and promises to be there in ten minutes. It doesn't take Kaku long to look over the ship. He is certain that It'll break before it gets to the next island and the Straw hats were lucky to reach Water 7. The failed assassination attempt on Iceberg life pushes the shipwrights into action and Kaku along with Lucci
guard their boss bedroom? Or do they?
Several masked figures break into Iceberg room and the man with the skull shaped mask is revealed to be Kaku! Along with
Blueno, Lucci and Kalifa, Kaku quickly takes care of the Straw hats before vanishing off to the secret hideout of Franky. Kaku finds the Going Merry there and pushes it out into the middle of Aqua Laguna. CP9 proceed to take both Franky and Usopp captive and put them onboard the Puffing Tom with Nico Robin. Kaku remains silent throughout Sanji attack on the Puffing Tom and during the march to the Tower of Justice in Enies Lobby. Spandam congratulates Kaku and his companions on their excellent work and gives a Devil Fruit to Kaku. He eats it after some serious consideration and is told by Lucci
to get a handle on his new powers before the Straw hats attack.Kakuended up fighting Zoro, in a magnificent room. The two duelled until they got to a standstill. Neither Zoro 36 Pound Cannon nor Kaku Rankyaku abilities could force a win. The CP9 member revealed his new Devil Fruit ability, only to crash through the floor and land in on Jyabura fight. With Zoro, Sogeking and even his own team member taunting his new form, Kaku sliced the Tower of Justice in half with his most powerful form of Rankyaku. A Benny Hill style chase began, with Jyaburas and Kaku chasing after the handcuffed Zoro and Sogeking. Zoro tried his best against the two assassins by using the King of Snipers as a sword but before too long, Nami arrived with Kalifa’s key. Zoro was free and Kaku couldn't be happier. A proper fight after all.

Unfortunately Kaku neck ended up shrinking and his arms growing just like pasta going through a pasta machine. Never one to allow mistakes get the better of him Kaku grabbed his two katanna and continued to duel Zoro. The fight ended up going to the pirate who used his Asura technique to give the illusion that he had nine swords. Kaku was defeated. He chuckled as Zoro said that he could work in a zoo and handed over his key without a word.

Fukurou, The Silent Owl

Animal Theme: Owl (his name means owl in Japanese and he compares his fighting style to the bird).

Defeated by: Franky
Fukurou must be the oddest looking member of CP9, with a zip for his mouth (which still doesn't keep him quiet), green hair and a large round body, making him the largest member of CP9 next to Kumadori. Fukurou is anything but a silent owl and as soon as he is given a chance, Fukurou will talk his head off. On a previous mission with Jyabura and Kumadori Fukurou had told the town that they were members of CP9. This meant that the trio had to kill 23 people, instead of three. Jyabura flips out when he hears that not only has Kaku beaten his Douriki level but Lucci has nearly doubled his! Spandam then takes out two Devil Fruits from his desk and Jyabura hides on the other side if the room, scared that the devils within the fruits will make his body explode. Blueno scoffs at this theory and makes Jyabura look even more stupid. Upon the Straw hat attack on the Tower of Justice, Jyabura takes a kip in his room with his key resting in front of him. Sogeking tries to steal it but Jyabura stops him in his tracks. Much to the pair dismay Zoro and Kaku fall from the room above. Jyabura (having not seen Kaku Devil Fruit power until now) rolls on the floor with laughter, which causes Kaku to rip the tower in two with a Rankyaku attack. This rivalry between the two assassins continues throughout the fight but the two members of CP9 can't believe their luck when Sogeking and Zoro end up handcuffing themselves together! A Benny Hill type chase happens with Zoro using the King of Snipers as an ersatz sword. Jyabura and Kaku nearly end up coming to blows themselves over who should attack who but in the end, they reason that working apart would be a much better plan of action.

Sogeking and Nami end up fighting Jyabura who had Sogeking at his mercy with a frightfully powerful ten clawed Shigan attack. It turns out that him and Robin were long lost family members. Jyabura tosses his key to Sanji, telling him to go and save her. Sanji sees this lie for what it really was and sent Jyabura flying. The CP9 member tries trickery again by placing his key in front of the cook, only to have Sanji run off with it. Jyabura sends Sanji flying across the balcony and crashing into a wall. The wolf taunts Sanji, asking why he risks his live to save the Demon of Ohara. Sanji simply smiles and begins to spin quickly. His left leg catches on fire and Sanji strikes Jyabura off the balcony with a powerful Diamble Jamble kick. The fight ends in the very air itself with Sanji delivering a Diamble Jamble strike to Jyabura side.

He is also CP9 most intelligent member having worked out the connection between Cutty Flam and Iceberg and how Luffy Gear 2 ability worked. The CP9 member has complete mastery over every single Rokushiki ability and his able to combine several forms together in one attack. Lucci wears a stylish top hat and suit. He is a believer in Dark Justice which is an extreme version of the Absolute Justice doctrine.

Lucci was made a CP9 member at the age of 13 after he slew 300 hostages which he was meant to be rescuing from the clutches of a ruthless pirate captain. Lucci killed him aswell and as a reminder of that day, Lucci gained scars on his back in the shape of the World Government logo.
10 years later, the CP9 Leader and three of his fellow assassins began their undercover work in Water 7. Lucci was seen many times (such as during the attack on the Galley-La Company by a cheapskate pirate and during the duel between Cutty Flam and Luffy) with a large blank of wood rested over his shoulder. Lucci and the rest of Water 7 are shocked by the attack on Iceberg and along with Kaku, the two shipwrights guard Iceberg room the following evening. It was that night that Lucci, Blueno, Kalifa and Kaku decided to announce their true identities as members of CP9. Lucci easily defends himself from the attacks of Paulie and Luffy with the powers of his Devil Fruit. He swiftly escapes into the night with Nico Robin as his prize, but not before throwing Luffy so hard that he gets wedged between two buildings. Lucci next stop was to the hideout of Franky. The Cyborg and his new companion Usopp, are no match for CP9 and are taken aboard the Puffing Tom aswell.
The journey to Enies Lobby turns out to be just as eventful for Lucci. Sanji, Franky and Sogeking bust into his room on the train hoping to rescue Nico Robin. Lucci isn't pleased that Nero failed in his guarding duties and pacifies him instantly. Suddenly, Franky gives himself up to Lucci so that Sogeking and Sanji can escape.
Upon arriving to Enies Lobby and the Tower of Justice, Lucci remains fairly distant. Like a big cat he waited patiently for Luffy. The CP9 member is entertained by Kalifa and Kaku gaining a Devil Fruit each and encourages them to eat it as being a hammer isn't that bad. When the Rocket Man and the Strawhats burst into the Tower of Justice, Lucci is commanded by Spandam to act as his bodyguard and he is dragged away by the maniacal director. Lucci is finally able to fight Luffy near the Bridge of Hesitation. The two trade blows for ages, neither fully being able to match the other. Lucci slowly gets tired of toying with his prey and slices the very building that they're fighting in into two. He grins with satisfaction as the duel is force upwards and outwards. Infact, Luffy ends up crashing Lucci through one of the ships carrying out Spandam Buster Call. The epic fight between Lucci and Luffy ends when the pirate beats the villain with a powerful Gear 3 attack.

He swiftly escapes into the night with Nico Robin as his prize, but not before throwing Luffy so hard that he gets wedged between two buildings. Lucci next stop was to the hideout of Franky. The Cyborg and his new companion Usopp, are no match for CP9 and are taken aboard the Puffing Tom aswell.
The journey to Enies Lobby turns out to be just as eventful for Lucci. Sanji, Franky and Sogeking bust into his room on the train hoping to rescue Nico Robin. Lucci isn't pleased that Nero failed in his guarding duties and pacifies him instantly. Suddenly, Franky gives himself up to Lucci so that Sogeking and Sanji can escape.
Upon arriving to Enies Lobby and the Tower of Justice, Lucci remains fairly distant. Like a big cat he waited patiently for Luffy. The CP9 member is entertained by Kalifa and Kaku gaining a Devil Fruit each and encourages them to eat it as being a hammer isn't that bad. When the Rocket Man and the Strawhats burst into the Tower of Justice, Lucci is commanded by Spandam to act as his bodyguard and he is dragged away by the maniacal director. Lucci is finally able to fight Luffy near the Bridge of Hesitation. The two trade blows for ages, neither fully being able to match the other. Lucci slowly gets tired of toying with his prey and slices the very building that they're fighting in into two. He grins with satisfaction as the duel is force upwards and outwards. Infact, Luffy ends up crashing Lucci through one of the ships carrying out Spandam Buster Call. The epic fight between Lucci and Luffy ends when the pirate beats the villain with a powerful Gear 3 attack.
